This movement is a bit weird, if not a little difficult to explain. You have to think of it as sort of like the movement of the arms of an athlete, or of the hands of a person with a lot of muscle mass.
Now remember the key to this is that both movement of the arms and movement of the head are coordinated – this is the key to an athlete’s ability to run fast, to jump high off of an aircraft, or to swim long distances.
When people think about what we do when we move our arms it generally includes lots of coordination in the movement. When you run you have to move your feet along with your legs in order to move forward.
When someone raises their arm it is almost always the opposite. They just bend their arms and the arm moves. Think about the motion of one of these movements. When an Olympic long jumper takes the jump, this is often the motion of the person who is actually taking the leap. When you see someone like this you can get a good sense for how the mind works – it is almost like watching the hand work in the hands of the athlete. That’s the point of seeing someone running on a bicycle.
We like to think of it as one of the “super human” feats. It may be a little like “the best footwork,” or just like the running of a person. You have to wonder what the mind is doing.

The bill was introduced last week under the name of Rep. Keith Kempenich, a Republican from Fayetteville who also chairs the Senate’s Criminal Justice Committee.
