Police chiefs in the UK are investigating whether an electric shock to a man who was arrested on suspicion of arson with intent to injure was a suicide – and the results may be made public.

The force had previously only conducted a single trial of the non-invasive technology to test the ability to deactivate suspects’ phones before being allowed to have a trial.

Officials have now launched a second trial.

It will happen in four police stations in Hertfordshire and London this autumn.

A spokesman for the Metropolitan Police said the “initial tests” had shown that it was possible to deactivate the device without damaging phones.

The force has yet to reveal how many of the devices have been used, how much damage was caused and any advice it gives officers who would use it.

‘Not intended to kill’

A spokesman told the BBC that the results of those tests were being “taken seriously”.

The police spokesman said: “It is very early days and it is important for us to make sure it’s safe, secure.

“We are going to work closely with all those involved to ensure we can have these tests, and it’s in people’s best interests to start that process,” said the spokesman, adding: “We aren’t expecting a single case to be affected or people to have been affected.”


The Independent Police Complaints Commission said the first trial was a “potentially dangerous misuse” of a sensitive procedure, but that there were “very good reasons behind the use of [the trial] in these particular circumstances”.

The spokesman added: “The results of the second phase will be taken very seriously as the force is going to conduct further tests and will make an independent assessment of their potential effectiveness.”

An official statement from the force indicated, however, that the use of the technology involved in a second trial would begin when the first begins, which will be in four sites – all from within the Metropolitan Police.

This means that other police forces were being alerted if more than one trial was running at the same time.
