Lightroom is more geared for photo editing than is Photoshop, although it has many similarities with it. Elements was created for photo archiving and digital printing, but it also has features that are useful for people who want to create and edit their images. The two tools take quite a bit of time to learn, but once you’ve done that, you could make the transition between the two quite smooth.
The best way to learn Photoshop is to do it with the free Lightroom and Capture the Dream.

Photoshop Elements is designed mainly to be used for print quality image editing. It is not designed for editing digital material. Editing in Elements is a learning experience. If you like working with computer generated images, then your going to love working in Elements. If you are a video or audio editor, you are going to want to use Lightroom Elements.
