This is easy enough to accomplish when the films appeal to the public through their art and their quality over the standard formula for mainstream movies, but it’s not really possible when the audiences are the people who don’t have access to expensive cinema tickets. Many short films have a simple message or one that conveys its message through other methods and thus get a lot of exposure when the movie is released. This gets the message out to a larger audience. And, of course, people enjoy watching films that they like because it draws them in and inspires them to stay interested for a long time, so they won’t be as upset with the film’s poor box office return when it fails to bring in a huge amount of money.
