Ahead of the European Union summit, the British government said on Monday it expected the leaders of Britain and the 27 EU member states to hold further discussion over the final Brexit deal by the end of the year.

British government spokesman Philip Hammond told reporters on Monday: “At this stage I think all 27 EU states are meeting to give further clarity as to the future relationship we seek. So that should be in the next couple of weeks. And I think that is all we are now thinking about.”
A spokesman for the British government later told lawmakers that May had told EU leaders last month the government would be open to more time to complete Brexit-related negotiations but that any progress would need to take place after talks resume in the autumn.
“This week the prime minister has asked all 27 EU states to come together again this week and to consider their ideas for the future relationship that lies ahead,” the spokesman said, declining to give details of whether the talks would address a future trade agreement with the European Union.
Earlier, Downing Street had said the final Brexit deal should be done by the end of January. But Hammond said on Monday that the British government would “be absolutely clear” that the final deal needed to be reached by the end of the year.
Speaking in Brussels, German Chancellor Angela Merkel said a year was an appropriate time frame.
“The EU-UK talks were concluded within the two years that we had agreed to them,” she said. “We now see very clearly that the EU has a positive vision … and I can tell you, the British side is also looking forward to discussing the future and the framework that they see as necessary to realize this.”
Merkel said it was also in Britain’s interest, on the one hand, to have a good trade deal with the EU, and, on the other, “to do everything possible in order to make that possible.”
EU officials said while the two sides might not reach an outline agreement in full at the EU summit, they would be able to move as quickly as possible to come to an agreement.
