The rules were first floated by the commission in August, and a spokesperson confirmed that the rule change came “in full response to the concerns raised.”

“When we came up with these plans, we didn’t foresee the wide-ranging consequences that this would have on the internet,” said the spokesperson, adding that the rule would only apply to pornography or “indecent” websites that appear to be advertising.

“It’s not about punishing porn websites, it’s about protecting the right to freedom of expression on the internet,” the spokesperson said. “We’re still working out the details of the new rules, and we’ll keep you posted.”

The spokesperson did not rule out potentially imposing sanctions on other websites and services, but said that they did not expect to follow through with the proposals.

The spokesperson also pointed out that any sites that violate the new rules would be subject to a fine, as well as a warning to explain the change.

The rules do not apply to the European Union’s citizens resident outside of Europe.

The ruling also allows the EU to issue further rules at a later date.
