Harmonic structure comes from scale harmony. Scale harmony is the relationship between the pitches that are in a melody and all the combinations of the pitches that compose the harmony.

In the context of tonal coherence, the melody is actually the fundamental pitch of the material. Most people are familiar with this idea. For instance, what the piano sounds like in music is a simple series of basic pitches, i.e. the notes in a scale. You get the basic notes by changing the pitch and the harmony of each note. So if that’s the basic melody, and that’s what you’re trying to convey in the composition, you need to have a sense of balance. You need harmony. Otherwise, the music will be boring. It will almost be as if the musicians are not even listening to what you are trying to teach them.

It’s a very simple idea. And it’s a very good one. In almost every case you can relate that in the musical context to the musical scale. So if you’re making an orchestra, the key of the orchestra should match the key of the melody, and all of the chords in the accompaniment are harmonic relationships with the melody, or, alternatively, they’re harmonic relationships with the scale. If they don’t, you’re dealing with some kind of misalignment.

So in the context of tonal coherence, the melody and the key will both be harmonical relationships with the scale.
